The European Union is preparing for the failure of the negotiations on the Brexit trade pact in order to alleviate the feared chaos at the turn of the year. Among other things, it is about maintaining air and road traffic and fishing, as the Brussels authority announced. “The negotiations are still ongoing, but the end of the transition period is near,” tweeted Commission chief Ursula von der Leyen. There is no guarantee of a contract. “We have to be prepared – also for the fact that no contract will be in force on January 1st.” The emergency measures for this case contain a proposal to maintain certain flight connections between the UK and the EU for six months – based on reciprocity with the UK. There should also be a transitional rule for the recognition of safety certificates for aircraft so that they do not have to be decommissioned in the EU. A similar mutual regulation should exist to maintain freight transport and bus traffic, also for six months.

For the politically very controversial topic of fisheries, the EU Commission is proposing a legal framework that should apply until December 31, 2021 – or until a fisheries agreement with Great Britain. This agreement is intended to regulate the access of British fishing trawlers into EU waters and vice versa. The Commission will work closely with the European Parliament and the Council of Ministers to bring the regulations into force before January 1, 2021. Several EU states had repeatedly urged the Commission to take these emergency measures forward. The Commission delayed this. Now she justified the move with the great uncertainty whether a trade agreement will be in force by January 1st that would make these measures unnecessary. A joint dinner by Great Britain’s Prime Minister Boris Johnson and von der Leyen had not led to any concrete result on Wednesday evening. However, a new negotiation deadline of Sunday was agreed.

Raab said: “I don’t think we can continue at this pace without progress and flexibility.” The EU is trying to “bind us to its rules,” said Raab. If there is still a treaty, the British Parliament would be ready to pass it this year, said the Speaker of the House of Commons, Lindsay Hoyle. The last scheduled day of the meeting was December 21. “But if we have to, (…) we can even meet until Christmas Eve,” said Hoyle to Sky News. As the “Sun” reported, a meeting at Christmas would be the first on the holidays since 1656. A meeting between Christmas and New Year’s Eve is not excluded.
