You need mutual recognition of the tests and their results, said EU Council leader Charles Michel after video consultations with EU heads of state and government. EU Commission chief Ursula von der Leyen said the rapid tests should work in at least four out of five infected people. There are many different tests of different quality on the market, which is why a common EU framework is needed for the recognition of tests that should be used in addition to the more complex PCR tests.
