How to contest money owed to the Dept of Treasury?

Okay I feel like this may not be the right place to ask, but maybe I’ll get lucky. My fiancé was a Navy SEAL from 2003-2007. He completed his first 4 year contact and signed a 2 year contact afterwards. He got popped for cocaine use and was less than honorably discharged one year into that second contact. They gave him a 60 thousand dollar bonus, 30 of which he got up front and spent! Well, they want that 30 back and all of his tax returns go to the department or treasury (he owes them money, not the IRS).

Anyone know of any good resources of points of contact to get this squared away? I’d like to hire an attorney but am not sure which kind to look for or where to start. I’m not sure if the VA has something maybe to help out veterans.

He hasn’t had insurance because of it either and has racked up quite a bit of debt over the years because of it. Sad
