Amendment 76 would specify that only U.S. citizens age 18 and older can vote in Colorado. That’s already the case, but the measure would bar Colorado cities from opening the door to letting noncitizens and those younger than 18 from voting in local elections. It is unclear if cities with home rule would be exempt. Constitutional amendments must receive at least 55% of the vote to be adopted.

The case for: Voting is fundamentally a right reserved for citizens, and putting that in the state constitution would provide additional protection.

The case against: The measure seeks to solve a problem that doesn’t exist with an underlying intent to target immigrants. It might confuse and discourage potential voters.

Ballot question: “Shall there be an amendment to the Colorado constitution requiring that to be qualified to vote at any election an individual must be a United States citizen?”
