Swiss vot­ers will decide on Sun­day whether to tear up a pact with the Euro­pean Union on the free move­ment of peo­ple, after a ref­er­en­dum cam­paign that exposed rifts in soci­ety over for­eign­ers who make up a quar­ter of the population.
