Fac­ing pub­lic pres­sure and state law­suits, the Post­mas­ter gen­er­al announced Tues­day he is halt­ing some oper­a­tional changes to mail deliv­ery that crit­ics warned were caus­ing wide­spread delays and could dis­rupt vot­ing in the Novem­ber election.
