“Moral incompetence” — Peru’s parliament removes President Vizcarra

Years ago, Peru’s head of state Viz­car­ra is said to have accept­ed bribes in anoth­er capac­i­ty. Now com­pro­mis­ing text mes­sages are sur­fac­ing. Then the pres­i­dent also turns the par­lia­men­tar­i­ans against him. They drop him off for it. In the mid­dle of the Coro­na cri­sis, the Peru­vian par­lia­ment removed Pres­i­dent Martín Viz­car­ra from his office by a clear major­i­ty. In the vote in Lima, 105 con­gress­men vot­ed for the removal of the head of state “because of per­ma­nent moral incom­pe­tence”. 19 were against and four par­lia­men­tar­i­ans abstained. It took 87 votes to remove Viz­car­ra. Viz­car­ra said he was leav­ing the gov­ern­ment palace with­out agree­ing to Parliament’s deci­sion. Par­lia­men­tary Speak­er Manuel Meri­no is expect­ed to take over the pres­i­den­cy of the South Amer­i­can coun­try by July. The polit­i­cal cri­sis is shak­ing Peru as the coun­try is bad­ly hit by the coro­na pandemic.

Viz­car­ra has been accused of accept­ing bribes from a con­struc­tion com­pa­ny amount­ing to 2.3 mil­lion soles (€ 546,000) dur­ing his tenure as gov­er­nor of the Moquegua region from 2011 to 2014. The head of state again reject­ed the alle­ga­tions as “base­less” and “false”. The impeach­ment should not be used “as a polit­i­cal weapon”. Viz­car­ra is pop­u­lar with the pop­u­la­tion, but not Con­gress. Until a few days ago, it had­n’t looked like enough votes would pull Vizcarra’s removal. But the tide began to turn after com­pro­mis­ing news around the cor­rup­tion alle­ga­tions was released — exchanged between the Pres­i­dent and for­mer Agri­cul­ture Min­is­ter José Hernán­dez. In addi­tion, Viz­car­ra turned some MPs against him because he recalled in his defense speech that 68 of them were also under inves­ti­ga­tion. “Do you have to give up your offices too?” He asked. Viz­car­ra only sur­vived impeach­ment pro­ceed­ings in Con­gress in mid-Sep­tem­ber. At the time, Viz­car­ra was accused of push­ing employ­ees into coor­di­nat­ed state­ments in a par­lia­men­tary inves­ti­ga­tion. The case involved con­tro­ver­sial con­tracts with a singer worth $ 50,000. The rather unknown artist is said to have giv­en moti­va­tion cours­es for employ­ees of the Min­istry of Cul­ture sev­er­al times, although he lacked the qualifications.

Peru is bad­ly affect­ed by the coro­na pan­dem­ic. With around 925,000 infec­tions, the Andean coun­try ranks twelfth world­wide. Almost 35,000 patients have already died in con­nec­tion with Covid-19. Viz­car­ra had only replaced the prime min­is­ter and sev­er­al oth­er min­is­ters in mid-July after the high num­ber of coro­na cas­es in the coun­try and the eco­nom­ic cri­sis reduced his pop­u­lar­i­ty. The non-par­ty politi­cian moved to the head of the state in 2018 after his pre­de­ces­sor Pedro Pablo Kuczyn­s­ki resigned on cor­rup­tion charges. Dur­ing his tenure, Viz­car­ra clashed repeat­ed­ly with Con­gress. He had ini­ti­at­ed com­pre­hen­sive reforms and pre­sent­ed him­self as an anti-cor­rup­tion fight­er. The Peru­vian pop­u­la­tion sees this as one of the country’s main prob­lems. There are pres­i­den­tial and par­lia­men­tary elec­tions in April.
