“Moral incompetence” – Peru’s parliament removes President Vizcarra

Years ago, Peru’s head of state Vizcarra is said to have accepted bribes in another capacity. Now compromising text messages are surfacing. Then the president also turns the parliamentarians against him. They drop him off for it. In the middle of the Corona crisis, the Peruvian parliament removed President Martín Vizcarra from his office by a clear majority. In the vote in Lima, 105 congressmen voted for the removal of the head of state “because of permanent moral incompetence”. 19 were against and four parliamentarians abstained. It took 87 votes to remove Vizcarra. Vizcarra said he was leaving the government palace without agreeing to Parliament’s decision. Parliamentary Speaker Manuel Merino is expected to take over the presidency of the South American country by July. The political crisis is shaking Peru as the country is badly hit by the corona pandemic.

Vizcarra has been accused of accepting bribes from a construction company amounting to 2.3 million soles (€ 546,000) during his tenure as governor of the Moquegua region from 2011 to 2014. The head of state again rejected the allegations as “baseless” and “false”. The impeachment should not be used “as a political weapon”. Vizcarra is popular with the population, but not Congress. Until a few days ago, it hadn’t looked like enough votes would pull Vizcarra’s removal. But the tide began to turn after compromising news around the corruption allegations was released – exchanged between the President and former Agriculture Minister José Hernández. In addition, Vizcarra turned some MPs against him because he recalled in his defense speech that 68 of them were also under investigation. “Do you have to give up your offices too?” He asked. Vizcarra only survived impeachment proceedings in Congress in mid-September. At the time, Vizcarra was accused of pushing employees into coordinated statements in a parliamentary investigation. The case involved controversial contracts with a singer worth $ 50,000. The rather unknown artist is said to have given motivation courses for employees of the Ministry of Culture several times, although he lacked the qualifications.

Peru is badly affected by the corona pandemic. With around 925,000 infections, the Andean country ranks twelfth worldwide. Almost 35,000 patients have already died in connection with Covid-19. Vizcarra had only replaced the prime minister and several other ministers in mid-July after the high number of corona cases in the country and the economic crisis reduced his popularity. The non-party politician moved to the head of the state in 2018 after his predecessor Pedro Pablo Kuczynski resigned on corruption charges. During his tenure, Vizcarra clashed repeatedly with Congress. He had initiated comprehensive reforms and presented himself as an anti-corruption fighter. The Peruvian population sees this as one of the country’s main problems. There are presidential and parliamentary elections in April.
