After mak­ing land­fall in Texas on Mon­day, Beta has­n’t budged much. Its glacial pace has been adding to exces­sive rain­fall that topped a foot in some loca­tions by Tues­day morn­ing, leav­ing road­ways inun­dat­ed in south­west­ern Hous­ton and trap­ping motorists in high waters.
