Leaked documents from China highlight the extent of the Uighur internment. The suppression was ordered by the head of state and party. Initially, China simply denied the existence of camps for Uyghurs and other Muslim minorities in the western Chinese province of Xinjiang. The communist dictatorship later declared the camps as “re-education camps”, where the Uyghurs would receive vocational training.

This is necessary to fight extremism and terrorism in the region. Human rights organizations, however, speak of a “cultural genocide” in Xinjiang.

At least one million people are therefore in the camps, there have been reports of forced labor, forced sterilization, torture and deaths in the camps. On Saturday, the New York Times published documents leaked by a Chinese government official who reportedly refuses to let China’s head of state Xi Jinping and other senior Communist Party officials escape their responsibilities. Because the published papers document the extent of state oppression in Xinjiang.
What is in the New York Times documents?

In the hundreds of pages it becomes clear that China’s head of state and party instigated the suppression of the Uyghurs. In 2014, a few weeks after Uyghurs killed 31 people in an attack on a train station, Xi Jinping called for a crackdown on the Uyghurs in a series of private speeches in Xinjiang.

“We have to be just as tough as they are,” said Xi Jinping, according to the documents. He added, “And show no mercy at all”.

The Communist Party should use the “means of a dictatorship”. According to the documents, he did not give direct instructions to set up a camp system. The officials should take elements of the American “war on terrorism” after September 11th as a model. The New York Times documents also show how officials should deal with questions from students returning from the eastern provinces whose parents and relatives have since disappeared in the camps. You should describe the situation of the disappeared with symptoms of illness. For example: “Freedom is only possible if the” virus “has been erased in your mind and you are in good health,” the documents say. The papers also describe the pressures Chinese officials are facing in Xinjiang. In 2017 there were around 12,000 investigations against party members for violations in connection with the “fight against separatism”. An officer in Yarkand County even refused to obey orders and secretly released over 7,000 prisoners. He is said to have been punished himself in the meantime.

How are politicians reacting to the report?

There is no official statement in China so far. Australian Foreign Minister Marise Payne said: “I have previously expressed our strong concerns about the reports of mass incarceration of Uyghurs in Xinjiang, the troubling current reports only reinforce Australia’s perspective and we are reiterating our concerns.” In Germany, Margarete Bause sees the documents as proof that Beijing has deliberately told the world public the untruth. “The atrocities against the Uyghurs and other Muslim minorities were ordered directly by Xi,” says the Greens human rights commissioner.

“The documents also show how systematic and planned the approach of the KP is. This corroborates the evidence that these are crimes against humanity. ”She calls for serious consequences for relations between Germany and Europe and the People’s Republic of China.

What do the documents mean for Xi Jinping?

The current allegations are likely to further damage the image of China abroad and continue to put the Chinese head of state and party under pressure.

Recently there has been speculation about power struggles within the Communist Party because it had not been a long time since so much time had passed between two plenary meetings of the CP. In addition, Xi Jinping is currently being challenged by the trade war with the US and the ongoing demonstrations in Hong Kong.
What did you know about the camps so far? In recent years, isolated reports from the camps have repeatedly reached the public. One of the most prominent victims is the Uyghur woman Mihrigul Tursun, who came to Xinjiang from Egypt with her newborn triplets in 2015. She said she was sent to a “re-education camp” soon after she arrived. Her children were taken away from her. She was released after three months. Doctors told her that her son Mohaned was in the local children’s hospital died after an operation.
